Bump js-yaml, @typescript-eslint/eslint-plugin and @typescript-eslint/parser

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependencies [js-yaml](https://github.com/nodeca/js-yaml), [@typescript-eslint/eslint-plugin](https://github.com/typescript-eslint/typescript-eslint/tree/HEAD/packages/eslint-plugin) and [@typescript-eslint/parser](https://github.com/typescript-eslint/typescript-eslint/tree/HEAD/packages/parser). These dependencies need to be updated together.


Removes `js-yaml`

Updates `@typescript-eslint/eslint-plugin` from 2.34.0 to 8.61.1
