Currently, @webex/http-core uses an insecure version of file-type

To Reproduce
Steps to reproduce the behavior:

1. npm i @webex/http-core@latest
2. review security issues in your current directory

Expected behavior

npm i @webex/http-core@latest installs file-type >= 21.3.1
