What does “FBLOCK state: LOCKED” mean?

I'm using an Honor 8 device and attempting to unlock its bootloader.
When I tried to get the tool to recognize the device,
it displayed:

[ERROR] *** FBLOCK is locked! ***\nIn this FBLOCK State Not Allowed To do this

and the tool failed to execute.
Is there a solution for this?
I'm Japanese, so my English might sound unnatural.
