chore(config): drop legacy docs-sync workflow and orphan blog draft

The legacy wheels-dev/wheels.dev CFML app was retired in cc2050c when
guides moved to starlight-native MDX on Cloudflare Pages. Removes the
now-dead docs-sync workflow, its snapshot.yml caller, the pre-migration
draft in docs/blog/, and a duplicate April 9 CI-pipeline post in
web/content/blog/posts/.
