Simply the build-wolfprovider.yml and reduce the amount of files cached since we are often at or above the 10gb limit.
Removes any caching of files that can be cloned or downloaded from github.
For the multi-compiler tests, it adds gcc13 and gcc14. But yet, the runtime of the job drops from 7 min to around 3.
