sftp: bounds-check ato32 reads in flagged Recv*
Convert RecvOpen, RecvWrite, RecvRead, and RecvRename (POSIX and Windows) to GetUint32, GetSize, and GetStringRef so each ato32 reads only what the buffer can supply. Issue: F-412
