Fix CodeQL warnings for e-ink mode changes

- Add @nonnull to AniUtils.noopAnimator parameter
- Add @nullable to AppSettingsFragment.mEinkModePref field
- Hoist stringResource() before onClick lambda in DeviceInfoActivity
  to satisfy LocalContextGetResourceValueCall lint rule
