Site monitoring WebViews not loading

The WebViews in the site monitoring screen are not loading. If you refresh the empty Metrics tab, this appears:

This issue was confirmed in the Play Store build so it's not a very recent problem. Note that the pages load fine on iOS.

The three URLs used by this feature are:

• https://wordpress.com/site-monitoring/nickbradbury.com
• https://wordpress.com/site-monitoring/nickbradbury.com/php
• https://wordpress.com/site-monitoring/nickbradbury.com/web

The first URL loads fine in Chrome on Android but the other two are empty.

Additional notes:

• I believe site monitoring was added in 24.2 but I installed that version and it's also broken, so the cause is not recent changes to the app
• Changing the user agent to the same as iPhone doesn't help
• It's curious that this has been broken for at least several months but we've not heard any user complaints
