Classic Editor Removes <br> Tag

Expected behavior

When switching to the HTML view and inserting the <br> tag, these tags should be maintained.

Actual behavior

When switching between HTML mode and Visual mode, the <br> tag is removed from the editor.

Steps to reproduce the behavior

1. Open a post or page in the classic editor.
2. Switch to HTML mode.
3. Insert a <br> tag.
4. Switch to visual mode.
5. Switch to HTML mode.

Tested on [device], iOS [version], WPiOS [version]

Tested on iPad Pro, iOS 14.4.2, WPiOS 17.0
