Menu item: Text of action buttons are not legible in non-English language

Expected behavior

Action buttons should be legible in every language.

Actual behavior

In some non-English languages, like Spanish, the text buttons are not legible, therefore it's not clear what the actions would do.

Steps to reproduce the behavior

1. Change the device to a non-English one, like Spanish.
2. Go to "My Site".
3. Go to "Menus".
4. Pick a menu area.
5. Pick an already created menu or add a new one.
6. Tap on a menu item or create one.
7. Observe that the action buttons (located at the bottom) are not legible.

Tested on iPhone 11, iOS 14.2, WPiOS 17.5

@mattmiklic weren't there plans to remove or redo the menus section? Is there something I can link this to?

@startuptester I think what we'd talked about is removing the menus sections and letting people edit their menus within the Customizer webview. We'd probably want to retain the existing "Menus" menu item in the nav but link directly to the Menus section within the Customizer. @yaelirub what's your thinking on this, should we investigate it more or go forward with this change? The logic behind it was that while the Customizer webview is not perfect, it's better than the current Menus implementation in the app.

Good question, @mattmiklic! Im not sure if we want to keep it but I know we don't want to redo it right now.
Either way, the localization should work.
