Navigation buttons to have consistent styles.

Actual behavior

Navigation buttons have varying styles.

Steps to reproduce the behavior

1. From the My Site view tap the ⋁ icon at the top right
2. Tap the + and choose "Create WordPress.com site"
3. Observe the styling of the buttons in the top navigation bar of the "Choose a design" view
4. Tap "Skip" to proceed to the "Choose a domain" view
5. Tap "Design" to go back to the "Choose a design" view
6. Observe that the styling of the buttons in the top navigation bar has changed
7. Tap the icon that toggles between device sizes (to the left of "Skip")
8. Observe that the styling of the buttons in the top navigation bar has changed

This may affect more views than just the site creation flow.
