My Sites View: Plus button to create a new site is disabled when all sites are set to off

Expected behavior

The + button should always be enabled for the user to create a new site in the My Sites view, even if all the toggles from all existing ones are off.

Actual behavior

When I disable all sites under the My Sites view, the + button appears disabled. Check the recording and steps below.

Steps to reproduce the behavior

1. Go to My Sites view.
2. Set the toggle to off for all sites in your list.
3. Check the state of the + button (Create Site).

Tested on iPhone XS, iOS 14.8.1, WPiOS 19.4.0.2
