Title animation glitches when rotating Collapsable Header view

Expected behavior

Rotation animations to be smooth and free of graphical glitches.

Actual behavior

When transitioning from portrait to landscape, the title appears at the top left of the content and then disappears.

Steps to reproduce the behavior

1. Load a view that utilizes CollapsableHeaderViewController (e.g. Page Layout view when creating a new page, Site Intent view or Domain selection view (when not prompted to enter a site name) on site creation)
2. Observe the title in the portrait orientation
3. Rotate to landscape and observe the animation

Tested on iPhone 12, iOS 15.4, WPiOS 19.7
