[Site Creation] Site Design screen: Backgrounding and foregrounding app can show both headers

Expected behavior

Only the collapsed or the expanded header show depending on the scroll state, but never at the same time.

Actual behavior

Both the collapsed and expanded headers show.

Steps to reproduce the behavior

1. Start the Site Creation flow
2. Navigate to the Site Design screen
3. Scroll down slightly
4. Background WPiOS
5. Foreground WPiOS
6. Observe that sometimes both the collapsed and expanded headers will show simultaneously.

Tested on iPhone 13, iOS 15.5, WPiOS 19.9
