Jetpack Install: Install prompt appears when Jetpack Plugin is already installed but not set up

Expected behavior

Expected to see "connect your account" prompt, if the Jetpack Plugin is already installed, but not connected to my WordPress.com account (site-only state).

Actual behavior

When the Jetpack Plugin is in a site-only connection state, I see the "Install" prompt.

Steps to reproduce the behavior

1. Create a new self-hosted site
2. From wp-admin on the web, install the Jetpack Plugin, and activate it but don't complete "set up"
3. In the app, add your self-hosted site
4. Once added, tap "Stats" / "Notification tab" and note you see the "Install Jetpack" prompt.

Tapping back and pull-to-refresh doesn't change the state, nor does closing and reopening the app.
