[Reader] Discover menu is not localized for non-western languages

Expected behavior

Reader > Discover menu should be localized for non-western languages.

Actual behavior

Reader > Discover menu is in English when the phone and app region and language are set to an oriental language.

Steps to reproduce the behavior

1. Setup the device language to an oriental language (I used Arabic and Japanese)
2. Open the WordPress/Jetpack app and navigate to Reader > Discover
3. Notice that everything on the page, except the "Discover menu", is localized correctly

Note: The same doesn't happen if you set the phone and app to a western language (I tried Portuguese, German and Spanish).

Tested on [device], iOS [version], WPiOS [version]

Device: Iphone 14 pro Max
iOS version: 16.1.1
WP/JP version: 21.2 (21.2.0.2)
