feat: add release-please for automated changelog and releases (#27)

- Adds release-please-config.json with bump-minor-pre-major enabled
- Adds manifest tracking current version (0.2.1)
- Adds release-please workflow that runs on push to main
- Updates release.yml to support workflow_call trigger
