doesnt this mean if I'm restarting the server it takes extra long to rebuild the whole thing?

It does but it also stops users having database issues if they setup the tutorial again maybe another another point a few weeks or months later if they do a fresh install.

Going to close in favour of replacing this example with wp-env - #2211
