Bump @tootallnate/once, jsdom and jest-environment-jsdom

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [jsdom](https://github.com/jsdom/jsdom) and [jest-environment-jsdom](https://github.com/jestjs/jest/tree/HEAD/packages/jest-environment-jsdom). These dependencies need to be updated together.


Removes `@tootallnate/once`

Updates `jsdom` from 20.0.3 to 26.1.0
