Introduce a new input for specifying the runner start method in the cloud-init script, enhancing flexibility in runner configuration.
Update the README and action.yml to reflect this addition, and improve logging during server creation to include the server name. Additionally, remove the execution of run.sh from the cloud-init script to accommodate the new configuration options.
