Add GitHub Pages deploy workflow & Vite base

Add a GitHub Actions workflow to build and deploy the website to GitHub Pages on pushes to main (files under website/** and src/**) or via manual dispatch. The workflow installs Node 20, runs npm ci and npm run build in website/, uploads the produced website/dist artifact, and deploys it with actions/deploy-pages. It sets VITE_BASE in the build step to /<repo>/ so the site is served from the project path.

Update vite.config.ts to honor VITE_BASE (defaulting to '/') so the built assets use the correct base path for GitHub Pages hosting.
