ci: add GitHub Actions and update README badges

Description

This PR sets up continuous integration using GitHub Actions and adds a CI badge to the README.

Changes

• Created .github/workflows/ci.yml to run tests and build checks on every push/PR.
• Added CI badge to README.md.
• Synchronized README.md and LICENSE from the documentation branch.
