ci: drop tag-driven publish workflow in favour of local releases

Solo project, low blast radius — running npm publish locally is simpler
and the only thing lost is the npm provenance attestation badge, which
nobody actually inspects for a single-author RN icon wrapper.

Keeps ci.yml so every push and PR still gets lint, typecheck, tests and
build verified across Node 20 and 22.
