Things to do after a ZEP gets accepted

Hi all. 👋🏻

I'm creating this issue to track tasks that need to be done after a ZEP is accepted. They are:

• Change the status from draft to accept, and add the link for the voting issue
• Add the date of acceptance in the ZEP header
• Move the ZEP from draft to accepted
• Changed the status in the specification document hosted at https://zarr-specs.readthedocs.io/
• If there is a DRAFT watermark in the background, remove it

I'll be adding these in the ZEP0000, once the list is complete.
