feat: add copilot-pr-lifecycle workflow for draft PR handling

- New gh-aw workflow triggers on Copilot-created draft PRs
- post-steps marks draft ready, requests Copilot review, enables auto-merge
- Catches PRs from assign-to-agent or manual Copilot issue assignment
- Compiles clean with gh aw compile (0 errors)
