🤖 Augment PR Summary

Summary: Updates the packaged GLab (GitLab CLI) version from v1.57.0 to v1.99.0.

GITLAB_CLI_VERSION is being bumped to v1.99.0, but upstream go.mod for that tag specifies go 1.26.3; this likely won’t build under older toolchains (e.g., the repo’s CI node label go_120). Could you confirm the Go toolchain used by the port/CI is compatible with the new upstream requirement?
