zopen impoprtenvs to support reading of .zopen-config file to fetch deps path and not to throw error if dir doesnot exist

Currently on running zopen-importenvs it looks for prod and boot dirs under $HOME dir if does-not exist it throws error and continues.

Instead it has to first read .zopen-config file if it exists or consider the prod/boot under $HOME, if it does-not
